Burundi: President Evariste Ndayishimiye continues his campaign of seduction towards the international community (part 2)
President Evariste Ndayishimiye is moving heaven and earth to see if the European Union and other international partners could effectively restart cooperation with Burundi. The military clique in power today urgently needs the money to run government. Burundi’s withdrawal from the political agenda of the United Nations Security Council on December 4, 2020 was a good start in this long march towards the normalization of relations between Burundi and the international community. European countries and others will no doubt follow suit.
It is a good thing that the country is open to the outside world and that Burundians can benefit, through development projects financed by these partners, from external aid. But, the height of misfortune is that the conditions related to respect for human rights imposed on the power of Evariste Ndayishimiye are thrown into oblivion by the same countries as if they have been fulfilled or as if peace and the safety of Burundians – not members of the cnddfdd, who are now dying like flies, killed by the same power – is not a concern for these countries. Would they believe for a moment that if they give direct support to the cnddfdd power that he will change his genocidal strategy of silencing all those who are not of his party by killing them without excuse and without prosecution? To believe in it would be synonymous with dreaming up during the day. We hope that everyone has already understood that Evariste Ndayishimiye’s tantalizing speeches only remain at the level of words, that their implementation is still in doubt.
Let us return to his speech during the greetings to the members of the Diplomatic and Consular Corps accredited to Bujumbura. We have already seen that the peace and security he spoke of is far from being guaranteed to all Burundians; the figures of corpses discovered every week are alarming, arbitrary arrests and imprisonments are legion. The trust between the political actors he was referring to is nothing but a shameless lie, for since coming to power no political opponent has held any position of responsibility, from the top to the bottom of the administration; all are members of cnddfdd or their allies.
President Ndayishimiye finally touched on his first concern in this excerpt from his speech: In terms of development itself, we would like to use this platform to express our gratitude to the countries and organizations that have already shown their will to support Burundi on its many projects. Our wish is that all the points of divergence and the gray areas observed in our relations with certain countries and organizations are a memory of the past, to now deal and face together the challenges of the moment in order to find solutions for a better future ' '. We remind President Ndayishimiye that the crux of the divide is only the serious human rights violations for which his men are responsible. And that's not going to change tomorrow or the day after tomorrow. Disarming and dismantling the imbonerakure militia would be a sign of good will that goes in the direction of the concern of the power for the respect of human rights because they are among the first criminals who threaten the peace and security of Burundians. The arrest of criminals known to the regime in order to bring them to court would be a second signal that the Ndayishimiye power could send to these international partners to prove its willingness to start what it called a national context that we can qualify as new days in the political, social and economic life of the country  ». It is not enough to launch slogans, flattering speeches, the partners expect concrete gestures and actions.
It is clear that part of the funds will be released without delay – even if the power continues to kill and imprison Burundians of the opposition with impunity – and their use will also be made in total subjectivity. Only members of the imbonerakure (youth) militia will be the first beneficiaries; a way of allowing them to do the work asked of them by Evariste Ndayishimiye and his clique being in good conditions. The rest will go into the hands of the regime’s big names. A few crumbs will reach the average citizen when he was the one who needed them most.
URN HITAMWONEZA once again calls on the partners of Burundi who will soon send direct support to the cnddfdd regime to ensure their real use. If it turns out that these funds are used to strengthen the regime’s killing machine (the imbonerakure militia and other forces of evil, not to say the police who have become the tools of power), these countries will be also considered accomplices in these crimes, and they will be held responsible. The collaboration between the Ndayishimiye power and the negative forces in the sub-region does not bode well. On the other hand, a regional genocide plan would be in its finalization phase. The EU and Burundi’s other partners who are rushing to provide direct support to the Ndayishimiye power must be careful not to find themselves tomorrow or the day after among the countries which will have financed the preparations for another genocide in the great lakes sub- region.
